CalSHRM testifies in support of bill allowing flexible work schedules for private-sector nonexempt employees
SACRAMENTO, Calif. — A member of the Society for Human Resource Management (SHRM) told an Assembly committee today that private-sector employees would benefit if employers were allowed to offer the sought-after flexible work schedules already available in the public sector.
testified on behalf of CalSHRM and the Society for Human Resource Management (SHRM) in support of Assembly Bill 2448, which would permit a nonexempt employee to request a flexible work schedule of up to 10 hours a day within a 40-hour workweek and waive his right to overtime pay for the additional two hours worked each day.
Speaking from her experience as director of human resources for CMC Rescue Inc. in Santa Barbara, Horne said private employers struggle with onerous requirements of wage and hour laws to try to help employees meet their responsibilities at work and at home.
According to Horne, the bill would provide much-needed flexibility by allowing individual employees to elect an alternate workweek schedule without the need for employers to comply with the difficult process of obtaining work-unit approval.
“The Workplace Flexibility Act of 2014 also includes important employee protections by allowing employees to choose whether or not to participate in the flexible work schedule depending on the employee’s needs,” Horne told the committee.
Horne and about 60 other HR professionals from across California will visit the state capitol Thursday, April 24, to ask legislators to modernize the state’s wage and hour laws to accommodate flexible work schedules.
“There is no doubt that employees today are juggling ever more responsibilities both at work and at home, which is why many employees are requesting more flexible work arrangements,” she said.
“Most importantly, the flexible work arrangement offers employees an opportunity to spend more time with their families and contributes to employees’ well-being,” Horne added. “Public policy proposals that encourage or allow employers to offer voluntary work-life options are welcomed.”
