Alexandria, Va. – The HR Certification Institute, an affiliate of the Society for Human Resource Management (SHRM), announces the appointment of its 2009 Board of Directors officers and first non-U.S. based board member.
The officers for 2009 are:
Joining the HR Certification Institute 2009 Board of Directors for a three-year term is Board Member Thomas Belker of Wermelskirchen, Germany.The HR Certification Institute is an internationally recognized certifying body for the HR profession. The organization awards three core credentials: PHR, SPHR and GPHR. They are acronyms, respectively, for Professional in Human Resources, Senior Professional in Human Resources, and Global Professional in Human Resources. Currently there are more than 100,000 certificants in 70 countries.Chair Frances Hume, SPHR, leads the 12-member board of directors. She is currently the relationship manager for organizational leadership and strategy at Brigham Young University. Hume brings to the board 30 years of human resource experience, including insight as an entrepreneur having founded her consultancy in 1998.
Vice Chair Howard Winkler, SPHR, is a project manager in the Office of the General Counsel for Atlanta-based Southern Company. His expertise gained from over 30 years in the human resource industry includes ethics, communications, and training.
Lawrence G. Singleton, CPA, is associate dean for undergraduate programs and an associate professor of accountancy in the School of Business at The George Washington University in Washington, D.C.Immediate Past Chair Connie Rank-Smith, SPHR, CEBS, CMS, is vice president of human resources for Jewelers Mutual Insurance Company in Neenah, Wisconsin. She has more than 20 years of human resources management experience with companies ranging in size from 50 to 800 employees.Serving as a Director at Large, Thomas Belker, SPHR, GPHR, brings to the board 25 years of executive-level global HR and legal experience. Belker is managing director of human resources with OBI Group, a multinational chain of home improvement stores headquartered in Wermelskirchen, Germany.

Belker brings to the board a global perspective that is increasingly important to the work of the HR Certification Institute as our base of constituents from outside the U.S. continues to grow,” said Mary Power, CAE Executive Director of the HR Certification Institute.
