SHRM Statement on Working Families Flexibility Act
ALEXANDRIA, Va., May 7, 2013 — The Society for Human Resource Management (SHRM), the world’s largest association serving the human-resource profession, encourages passage of the Working Families Flexibility Act, giving private-sector nonexempt employees access to comp time.
Today’s diverse workplace demands a flexible approach that meets the needs of employees and their families while providing predictability and stability for employers. H.R. 1406, the Working Families Flexibility Act of 2013, would provide private-sector nonexempt employees more control by offering them the choice of paid time off or wages for overtime hours worked.
“We’ve heard from many private-sector HR professionals who are interested in offering a comp-time program as another way to help their employees navigate their work-life needs,” said Mike Aitken, SHRM’s vice president for government affairs. “This bill is a win-win because it not only gives the employers the option of offering comp time, but gives employees the choice of paid time off or overtime payments.”
Aitken joined Republican leaders from the U.S. House and a group of private-sector employees and working parents today for a roundtable discussion about the bill. The discussion was held at the CENTECH Group, a firm based in Northern Virginia where SHRM member Anika Harris is vice president, recruitment and business practices.
SHRM supports the bill as part of public policy that encourages the voluntary adoption of workplace flexibility programs (such as telecommuting, job sharing and compressed work schedules). Members of SHRM have sent 990 letters encouraging passage of the bill, reaching more than 350 House members.
Comp time has worked well within the public sector at the state and federal level since the 1970s. It’s time that Congress extends this same benefit to private-sector employees.
