Heather Bemis was recently named VP of Client Service for the Nashville Human Capital & Benefits Practice for Willis Towers Watson. She was most recently the Director of HR Operations for Willis North America, overseeing employee lifecycle processes for over 6,000 employees at 140 locations nationwide and a project lead for large scale change management initiatives. Her 20 years of HR experience spans HR business partner roles, talent acquisition, mergers & acquisitions, leadership development and management of large HR teams. A published author on strategic HR management and employee engagement, Bemis has completed doctoral-level work at Texas Tech University in the area of Strategic Human Resources. She also holds an MBA from the University of New Mexico. Heather has served on the New Mexico SHRM State Council along with other local HR organizations, and was recently an examiner for the Middle Tennessee HR Excellence Awards.

Victoria Krotzer, PHR, SHRM-CP, has over 25 years of experience in human resource management. She received her Professional Certification in Human Resources (PHR) in 2002 and her SHRM-CP Certification in 2015. Vicki has served as the Human Resources Director and Assistant Vice President for several medium to large companies in York County with locations across nine states and Canada. She is currently an independent consultant in human resources with Maximum Business Consulting, LLC in York, Pennsylvania.
Krotzer served two terms as the Director of the Pennsylvania State Council of the Society of Human Resource Management (SHRM). She has served on the PA SHRM State Council since 2000 and is the former President of the York, PA SHRM Chapter. She currently serves on the Technology and HR Management Special Expertise Panel and previously served on the Human Relations Expertise Panel for the Society for Human Resource Management in Alexandria, Virginia. Also, in 2009, Krotzer also served on an Expert Panel for the Pennsylvania Department of Health for training state universities, public schools and industry on Pandemic Preparedness throughout the state of Pennsylvania.
Krotzer’s vast experience in human resources encompasses training, employee relations, unemployment, workers’ compensation, handbook and policy writing, FMLA, Payroll, recruiting, COBRA administration, benefits program design, negotiation and administration.
She currently serves as the President of the Board of Directors for Family First Health, a federally qualified health center, in York, where she has served on the board in various positions over the past nine years.

As Vice President of Product Management for PeopleMatter, Turner is responsible for managing the product roadmap and developing new features and products for the company’s industry-leading workforce management platform that transforms how companies manage their people and processes.
Prior to joining PeopleMatter in 2012, she served as Product Manager for Benefitfocus (NASDAQ: BNFT), where she worked closely with employers to define the product strategy and requirements for the company’s solutions. In addition, Turner has held Product Manager and recruitment roles at Blackbaud (NASDAQ: BLKB) and served as a Past President and board member of the South Carolina Association of Colleges and Employers.
She earned a Master’s of Business Administration degree from The Citadel and a Bachelor of Science degree in Marketing from Clemson University.
