The Labor Relations Panel is comprised of HR professionals interested in advocating on behalf of the profession and keeping up with legislation that impacts organizations and employees.

Frank Cania, SHRM-SCP
President, driven HR

Frank Cania is president of driven HR, an HR consulting firm in Pittsford, NY. Frank graduated summa cum laude from the Shepard Broad College of Law at Nova Southeastern University, with a Master’s in Employment Law. In addition, he holds a certificate in workplace investigations (AWI-CH) from the Association of Workplace Investigators and is certified by the Society for Human Resource Management as a Senior Certified Professional (SHRM-SCP).

Frank provided expert witness testimony to the House of Representatives Small Business Committee and often meets with Congressional offices to discuss topics important to the business community.  
In addition to being a frequent conference speaker, Frank contributes a monthly column to The NY Daily Record, works as a subject matter expert and presenter for live and web-based training programs, and taught college-level classes in employment law.

A strong believer in the importance of volunteering, Frank is federal advocacy director for NYS SHRM, an SHRM National Legislative Advocacy Team Captain, a member of the SHRM National Labor Relations Panel, and an instructor for the Association of Workplace Investigators’ Annual Training Institute.

John Mark Codd, SHRM-SCP
Director of Labor Relations- Publix Super Markets, Inc.

Mark is responsible for providing HR support to Publix Super Market’s nearly 1,200 stores and locations.  He is responsible for the Labor Relations Department, the Survey and Assessment Department, as well as the assessment of labor compliance for select categories within the supply chain.

Mark has over 25 years of HR management experience with particular emphasis on employment, labor and employee relations. He is currently a Ph.D. Candidate at Nova Southeastern University with an expected completion in the Fall of 2018. His dissertation is the development of a quantitative model regarding employers’ messaging and response to an NLRB petition for election. Mark also graduated from the University of Texas at San Antonio with both an MBA and a Bachelors degree in HR.

Mark has served as President of three different SHRM local chapters. He has been named the HR Professional of the Year by both the San Antonio Human Resource Management Association as well as the Mid-Florida SHRM chapter. He is also in his thirteenth year as an Adjunct Full Professor of the Graduate Master’s HR Program for Webster University.  

Janine Dunn, SHRM-SCP
Senior Director, Thames Valley Council for Community Action, Inc.

Janine Dunn, MLIR, SHRM-SCP, is a human resources professional with over 30 years of human resources experience in all areas of HR. She is currently the Senior Director, HR for Thames Valley Council for Community Action, Inc., a human services nonprofit agency serving Eastern Connecticut.  She is responsible for all areas of human resources for the agency. Previously, Janine ran her own HR consulting company and was the human resources director for organizations in a variety of industries, including publishing, retail, microelectronics, textiles, industrial chemicals, and pharmaceuticals.  

Janine is certified as an SHRM-SCP. She holds a Master of Labor and Industrial Relations from Michigan State University, and a Bachelor of Arts degree from the University of Delaware. Janine is the HR Certification Director for the Connecticut SHRM State Council and is the past State Director of that organization. She serves on the SHRM Labor Special Expertise Panel and the boards of the Connecticut Business Group on Health and the Human Resource Leadership Association of Eastern CT (HRLA), a chapter of SHRM.  

Heather Holland
Founder & Managing Principal, Holland Energy Consulting, LLC

Heather founded Holland Energy Consulting, a boutique human resource, and business consulting firm, under the guiding principle; ‘Give a man a fish and you feed him for a day. Teach a man to fish and you feed him for a lifetime’. 

As Managing Principal, Heather consults with clients ranging from corporations to small and family-owned businesses to deliver diverse people, organizational and business solutions. She is a trusted advisor who creates an environment where clients learn to ‘fish’ for themselves thus, increasing organizational capability.

Prior to independently consulting, Heather thrived in various senior business units and human resource leadership roles at an energy infrastructure company. She was responsible for the creation, implementation, and execution of a diversity procurement program and managed a portfolio of U.S. and Canadian energy infrastructure projects exceeding $20B. Heather’s expertise in Human Resources and Labor Relations was honed while working across North America with Fortune 500 companies in energy, manufacturing, education, and rail.

Heather earned a Masters’ Degree in Human Resources and Labor Relations (MHRLR) from the University of Wisconsin-Milwaukee; a certificate in Organizational Development from Queens University (Ontario, Canada); and Bachelors’ Degree in Speech Communications from the University of Illinois at Urbana-Champaign.

Alice Kilborn, SHRM-SCP
Founder, Kilborn Consulting, LLC

Alice Kilborn, ESQ, SHRM-CP, is the founder of Kilborn Consulting, LLC in Albuquerque, New Mexico. Kilborn Consulting is an employer counseling and training practice devoted to working with organizations to help prevent workplace litigation and streamline and improve the employer/employee relationship. Alice also serves on the Society for Human Resource Management (SHRM) Labor Relations Special Expertise Panel. Additionally, Alice is an Instructor at the University of New Mexico’s Anderson School of Management. Prior to starting her own practice, Alice was an Associate Litigation Attorney at Moody & Warner, PC, where she represented employers and employees in employment and labor-related matters. Alice was selected to the Southwest Super Lawyers Rising Star lists in 2014 and 2015, a designation awarded to less than 3% of lawyers in the state. Prior to entering the legal field, Alice worked in Human Resources specializing in the areas of state and federal regulatory compliance (including oversight of Affirmative Action Plans, Equal Employment Opportunity Programs, USERRA, and the Family and Medical Leave Act) and corporate training. Alice is a frequent, enthusiastic speaker on workplace-related issues.

Christine Walters, JD, SHRM-SCP

Christine V. Walters has more than 25 years' combined experience in management, HR administration, employment law practice, and teaching.

She has received national and regional awards, presented at conferences across the country, been engaged as an expert witness for the defense, and testified before U.S. Congressional and state legislative committees and administrative agencies on employment issues. Her book, "From Hello to Goodbye: Proactive Tips for Maintaining Positive Employee Relations" has been one of the SHRM Store's "Great 8" best-sellers for five consecutive years.

Walters demonstrates her commitment to supporting and advancing the needs and interests of the business community and HR profession by serving in a variety of volunteer leadership roles at the national, state and local levels inclusive of more than 12 years of service on the Maryland SHRM State Council, including as Director; founding President of a Maryland SHRM Chapter; and currently a member of SHRM's Labor Relations Special Expertise Panel.

Today Walters works as an independent consultant providing proactive human resources and employment law consulting services and training programs doing business as FiveL Company, "Helping Leaders Limit their Liability by Learning the Law."SM

Ms. Walters is licensed to practice law in the State of Maryland.

Thomas Stohler

Kelly Stiles
Human Resources Manager, City of Unalaska

Kelly Stiles has been the HR Manager for the City of Unalaska for over eight years where she performs a variety of generalist type functions ranging from benefits administration to labor/employee relations.  Kelly holds Bachelors degrees in Psychology and Business Administration from Washington and Jefferson College and a Masters degree in Human Resources and Industrial Relations from the University of Illinois at Urbana-Champaign. Stiles also holds a certificate and an advanced certificate in Employment Law from the Institute of Applied Management and Law, Inc. 2018 marks the third year Kelly has served on the SHRM Labor Relations Special Expertise Panel.

Originally from a small town outside of Pittsburgh, Pennsylvania. Stiles has worked in the manufacturing, engineering and finance industry before moving to Unalaska and beginning her first public sector HR position. Kelly is particularly passionate about employee relations and contract negotiations.

Laura Frazier
EVP, Chief Human Resources Officer, Sunflower Bank

Laura Frazier is a multi-disciplined, highly-skilled, senior human resources professional currently working for Sunflower Bank in Salina, Kansas as the Director of Human Resources. A trailblazer in the banking industry, Sunflower Bank is a $1.7-billion community bank with locations throughout Kansas, Colorado, and Missouri. Frazier provides and demonstrates solutions-focused experience in directing all aspects of Human Resources in employee relations, change management, merger and acquisition, strategic partnering, executive compensation, employment law, talent acquisition, training, performance enhancement programs, career development, employee and management development, and benefits administration in both union and non-union environments.

Before joining Sunflower Bank, Frazier has held leadership roles in the automotive and electrical manufacturing industries and in state government. Frazier continues to consult with and advise various advocates on several facets of arbitration and mediation strategies associated with union environments.
Frazier is a graduate of Mount Vernon Nazarene University with an M.B.A. in Finance.

Faith Stipanovich, SHRM-SCP
Sr HR Business Partner, Matthews International

Ms. Stipanovich has over 20 years of HR experience working in private and public sectors including working in both union and non-union environments. She holds an Associate’s degree in Paralegal Studies from Computer Systems Institute in Pittsburgh, PA, a Bachelor’s degree in Human Resources Management from Geneva College, Beaver, PA and a Master’s Degree in Human Resources Management from LaRoche College, Pittsburgh PA. 

As a Senior HR Business Partner for Matthews International, Faith supports multiple business units across the Memorialization Division, primarily working with leaders in Bronze manufacturing and sales.  Prior to working at Matthews, she worked as a public servant for Allegheny County where she was responsible for interpreting and implementing all payroll related items for over 22 separate collective bargaining agreements. As an HR Generalist at Omnova Solutions, Jeannette, PA she handled all union grievances and Collective Bargaining preparation. She spent the earlier part of her career working at various law firms in the Pittsburgh area. She remembers spending her first day of work as a legal secretary/paralegal working on the CBA for the union representing the workers at Three Rivers Stadium

Faith has also been active in volunteering in her community. She served four years as a School Board Director for Mt. Lebanon School District, the same school district that she attended Kindergarten through high school. Faith is a past President of Transitional Services, Inc., an innovative human services organization transitioning people with mental disabilities (psychiatric and intellectual) into the community. She recently served on the Board of Directors for the American Cancer Society and the Center for Theater Arts.
