The two charts below detail average annual costs for SAAS-based and on-premises HRMS platforms, according to the Sierra-Cedar 2015–2016 HR Systems Survey

These expenditures include an HRMS plus an average of seven to eight other implemented modules, such as performance management, payroll, or time and expense. Costs are for SAAS vendor fees or on-premises licenses plus maintenance and do not include fees for external implementation or support.
Average SAAS-based HRMS technology costs:
Large organizations (10,000-plus employees): $116 per employee annually
Midsize organizations (2,500–10,000 employees): $210 per employee annually
Small organizations (up to 2,500 employees): $394 per employee annually
Average licensed (on-premises) HRMS technology costs:
Large organizations: $114 per employee annually
Midsize organizations: $199 per employee annually
Small organizations: $444 per employee annually
