The two charts below detail average annual costs for SAAS-based and on-premises HRMS platforms, according to the Sierra-Cedar 2015–2016 HR Systems Survey White Paper, 18th Annual Edition. Rarely is an HRMS implemented alone. These expenditures include an HRMS plus an average of seven to eight other implemented modules, such as performance management, payroll, or time and expense. Costs are for SAAS vendor fees or on-premises licenses plus maintenance and do not include fees for external implementation or support.
