Capitol Hill Update 

SHRM is Working Overtime on Overtime 
It has been a little over two weeks since the U.S. Department of Labor (DOL) published its final overtime rule in the Federal Register on May 23, 2016. But SHRM and its members, certain members of the U.S. Congress and most employers across the country have been busy working overtime to decipher what these changes mean for their employees, their organizations and how they’re going to adjust before the rule becomes effective on December 1 of this year.

SHRM member Tina Sharby, chief human resources officer for Easter Seals NH, Inc., testified in front of the House Education and the Workforce Committee on June 9 on how changes to the Fair Labor Standards Act (FLSA) overtime regulations will impact nonprofits.  [ More ]

Legislative Update - Overtime Rule is Heating Up on Capitol Hill 

In part due to continued engagement by SHRM’s A-Team, the overtime rule received extensive attention on Capitol Hill this week. Members of Congress heard about the overtime rule during the Memorial Day recess and came back to Washington concerned about how the rule impacts employers and employees back home in their districts and states. New Resource for HR Pros: Check Out SHRM’s Recently Released Overtime White Paper! 
In addition, SHRM recently released a new resource on the overtime regulations, What HR Professionals Need to Know About the Labor Department’s Revisions to the White-Collar Overtime Regulations. This document covers DOL’s changes to the FLSA’s overtime rules, highlights what has not changed, and identifies key issues that HR professionals should consider now. The document also provides links to additional SHRM educational resources on overtime.

‘World’s Greatest Healthcare Plan’ Introduced in the House
On May 19, Rep. Pete Sessions (R-TX) and Sen. Bill Cassidy (R-LA) introduced a new health care legislative proposal entitled the “World’s Greatest Health Care Plan of 2016” (H.R.5284), which would add an entirely new system on top of the Affordable Care Act’s (ACA) underlying infrastructure. The bill proposes to eliminate the individual and employer mandates, including their related reporting requirements, and would provide tax credits to Americans to purchase health insurance on the private market or to deposit into a health-savings account.
