New H-1B Registration System Ready for 2020 Lottery

​U.S. Citizenship and Immigration Services (USCIS) has announced that the new online registration system for filing H-1B cap-subject petitions will be ready for the next visa lottery in 2020.

Testing Successful

USCIS Deputy Director Mark Koumans said that the agency completed a successful pilot test of the system, which included working with employers. Initial registration for the fiscal year 2021 cap season will be open March 1-20, 2020. USCIS will post step-by-step instructions to tell employers how to complete the registration process on its website along with additional key dates and timelines as the registration period nears.


New Fee Attached

Employers must also pay a $10 registration fee for each electronic H-1B registration. The registration fee went into effect Dec. 9.

Streamlining the Selection Process

Under the new rules, employers seeking H-1B workers subject to the cap will first complete an online registration form requesting basic information. The H-1B lottery will then be run on these registrations. Only those selected in the lottery will be eligible to file full petitions, saving the many businesses that are not selected time and money.

Visa Lottery System Reversed

The new regulation also changed how the lottery is drawn, increasing the odds that foreign workers with advanced degrees will be selected. The lottery is capped at 65,000 visas, with an additional 20,000 set aside for those with higher degrees.
