President-elect Donald Trump's administration will begin transforming the U.S. immigration system soon after he is sworn in as the nation's 45th president, fulfilling a major campaign pledge.

Trump Pledges 'Firm' Immigration Plan with 'a Lot of Heart'

President-elect Donald Trump told Fox News Jan. 17 that his administration's immigration plan will be unveiled "over the next two to three months."

He described the reforms as being "very firm" but they also will "have a lot of heart," especially for undocumented immigrants who were brought into the U.S. as children.

DACA First in the Crosshairs

Trump has signaled that he will strike down President Barack Obama's 2012 Deferred Action for Childhood Arrivals (DACA) program—which allows immigrants who entered the country before their 16th birthday to apply for work permits—on Day 1.

H-1B Reform May Include Eliminating the Lottery

Trump's senior policy adviser for immigration has proposed ditching the existing lottery system used to award H-1B temporary work visas to foreign workers for high-skilled U.S. jobs, primarily in the tech industry. One idea being offered would favor awarding visa petitions for jobs that pay the highest salaries.

Congress Getting In On the Act

Two U.S. representatives from California are reintroducing their differing approaches to curbing the outsourcing of U.S. jobs to foreign workers with H-1B visas. Republican Rep. Darrell Issa's bill raises the salary requirement for H-1B visa positions and eliminates the master's degree exemption. Democratic Rep. Zoe Lofgren's bill would prioritize allocation of H-1B visas to employers who pay much higher than the prevailing wage, similar to what the Trump transition team has been talking about.
