How to Combat Change Fatigue in an Era of Constant Disruption

The fast pace of change has become the new normal in the workplace. From economic uncertainty and market shifts to evolving technologies and rising global tensions, organizations are constantly navigating disruption, leading to constant changes within the organization. While change is inevitable, poorly managed transitions erode the well-being of both employees and the business, fueling a growing risk: change fatigue

"One of the biggest employee complaints is ‘change fatigue’ and the stress it causes to be in a near-constant state of flux,” HR experts Peter Cappelli and Ranya Nehmeh wrote in a 2024 article for SHRM’s People + Strategy journal.

According to Gallup, nearly 3 in 4 employees (73%) say their organization has experienced disruptive change in the past year. When change is abrupt or mismanaged, it erodes employee well-being, engagement, and trust. In fact, employee engagement in the U.S. fell to its lowest level in a decade in 2024 — a decline Gallup attributes in part to accelerated organizational change, unclear workplace expectations, and a lack of managerial support.  

While change fatigue isn’t new, the rapid pace of change has elevated it from an HR concern to a strategic business risk. According to SHRM’s 2025 CHRO Priorities and Perspectives report, nearly 1 in 3 CHROs (30%) say change management is a top organizational priority for 2025. To address this growing risk, employers must rethink how they manage transitions and provide the structure, communication, and leadership employees need to stay engaged and resilient during times of uncertainty.

The Weight of Constant Change

Change fatigue occurs when employees experience emotional and cognitive overload, leading to overwhelm and disengagement. This stems from frequent or poorly managed organizational changes and is exacerbated by inadequate communication, unclear objectives, and insufficient support during transitions and times of uncertainty.

How Change Fatigue Shows Up at Work

Change fatigue can manifest across teams in several ways: 

  • Stress and Emotional Exhaustion: Employees exhibit signs of burnout, frustration, or tiredness.

  • Decreased Productivity: Employees struggle to meet deadlines or deliver quality work when overwhelmed. 

  • Resistance to Change: Employees lose trust in leadership and the direction of the organization.

  • Dissatisfaction: Employees enjoy their job less and may consider looking for a new role. 

These symptoms reflect low emotional commitment and enthusiasm by employees about their organization and work — both common signs of disengagement.  

The weight of constant change also undermines employee mental health. According to Gallup, engaged employees are significantly less likely than their “actively disengaged” peers to experience negative emotions at work. These include stress (40% of engaged workers versus 69% of disengaged ones), worry (32% versus 58%), sadness (14% versus 39%), and anger (10% versus 36%).  

“When change is constant and communication is lacking, employees don’t just get frustrated. They start to feel uncertain, unheard, and emotionally taxed,” said Marjorie Morrison, SHRM’s mental health executive in residence. When their well-being suffers, employees aren’t able to thrive — and neither can the organization.

When Change Becomes a Business Risk

The psychological toll of constant disruption is a business risk. When employees are mentally and emotionally fatigued, as well as less engaged, it all leads to:

  • Operational Challenges: Productivity declines, absenteeism rises, and project timelines are delayed. The quality of work suffers, straining teams and slowing progress. 

  • Financial Costs: Absenteeism, lost productivity, and high turnover increase the costs of recruiting, onboarding, and training. McKinsey & Company reports that employee disengagement and turnover — often a result of unchecked change fatigue — can cost a midsize S&P 500 company between $228 million and $355 million annually in lost productivity.

  • Reputation Risks: Disengaged employees lack commitment to the organization. This can have a negative impact on employer branding and client relationships while eroding trust over time.

Leaders are taking notice. According to SHRM’s 2025 CHRO Priorities and Perspectives report, 50% of CHROs identified maintaining employee morale and motivation as a top organizational talent challenge for 2025. However, sustaining performance in an environment of constant change demands more than agility. It requires leaders to treat employee engagement and morale as strategic business imperatives.

The Role of HR in Managing Change Fatigue 

HR plays a significant role in addressing change fatigue and fostering employee engagement. According to the 2025 SHRM State of the Workplace report, U.S. workers who regard their HR departments as effective or very effective are significantly more likely to exhibit positive workplace behaviors and attitudes. Among employees who said their HR departments are effective or very effective, 71% were engaged at work, underscoring HR’s vital influence on workplace morale and productivity.

“If employee engagement and change management aren’t strategic priorities, organizations will struggle to adapt,” said Andy Biladeau, chief transformation officer at SHRM. “Leaders play a critical role in setting the tone, providing clarity, and guiding people through uncertainty. That entails improving communication, offering real support, and showing up with purpose.”

6 Actions to Combat Change Fatigue

To prevent change fatigue from undermining engagement and performance, leaders must take a proactive, people-centered approach to managing transformation. “Building upward change capacity isn’t just about avoiding fatigue; it’s what ultimately enables innovation to take root and scale,” said Riley Smith, senior people and change director at business consulting firm Propeller. 

Smith listed six actions that help organizations reduce change fatigue, engage employees, and build long-term resilience:

1. Effective Communication

“Sustained engagement hinges on transparent, two-way communication and meaningful employee involvement,” Smith said. Preferably, this involves in-person, face-to-face communication to build trust and connection. Leaders can model transparency by clearly explaining the “why” behind changes and highlighting anticipated benefits. Encourage open communication by creating opportunities for employees to voice their concerns, promoting a two-way dialogue.  

2. Structured Change Management

Avoid sudden, disruptive changes by adopting a phased approach with gradual rollouts. To do so, Smith recommends empowering local change champions. Appoint leaders and establish dedicated change management teams to oversee transitions and offer direction to ensure a smooth implementation process. Additionally, consider adopting a prioritization framework to assess and prioritize overlapping change initiatives across departments.  

3. Employee Support Systems

Provide employees with comprehensive training programs to develop the skills necessary to adapt to new processes or technologies. “Tailoring support by role increases adoption and reduces disengagement,” Smith explained. This ensures employees have both the tools and the bandwidth required to smoothly navigate transitions, allowing them to maintain a balance between workload and capacity to meet expectations.

 4. Resilience and Psychological Safety

“Recognizing incremental wins and branding the change helps maintain momentum and motivation throughout the transformation journey,” Smith said. Foster a workplace culture where employees feel comfortable voicing their concerns. Celebrate milestones and show appreciation for efforts during transitions through meaningful recognition and rewards. 

5. Monitoring and Adjusting

“Leaders need a clear view of their organization’s change portfolio to manage saturation and fatigue across stakeholder groups,” Smith said. HR should define clear success metrics to track the effectiveness of change initiatives. In addition, regularly surveying employees can uncover true sentiment and areas of concern. Leaders can leverage this feedback to refine change initiatives and proactively address any challenges.

6. Balancing Stability and Innovation

“Measuring where change is concentrated helps identify burnout risk — and where innovation efforts may falter,” Smith said. Whenever possible, minimize disruptions by maintaining continuity and preserving familiar routines or processes to create stability for employees. 

Successful organizations are the ones that remain disciplined and focused, and prioritize high-impact initiatives. “They’re saying no to things, and being very conscientious and intentional about saying no to things — because agility doesn’t mean saying yes to everything,” Biladeau said. “It means I make the best decision in that moment in time, based on the information that I have, and where I think we’re moving.”

Mitigating Change Fatigue

To both support employees and move the business forward, leaders must prioritize proactive change management strategies that bolster employees during times of uncertainty and transitions. By focusing on well-being and fostering resilience, companies can create a stronger, more adaptable workforce better equipped to navigate ongoing change.
