Workplace Mental Health is Declining — Leadership Must Act

In recognition of Mental Health Awareness Month, the former HR leader of a division of Amazon Web Services shares her take on the mental health crisis.

In boardrooms and executive discussions around the globe, a recurring question has begun to surface among leadership teams: "We’ve added the resources and invested in well-being, so why are people still reporting burnout?" This question has taken on a new urgency as the conversation around mental health intensifies. 

Following recent U.S. federal actions to accelerate access to innovative treatments for serious mental illness, mental health has officially migrated from a fringe HR topic to a core business and sustainability conversation. For millions, expanded clinical access is life-changing, yet as I have listened to executives over the last few months, it has become clear that we are asking the wrong questions. 

We should not be asking how to help employees once they reach a crisis point; we must ask what we are building inside our organizations that contributes to the crisis in the first place.

Leaders are Focused on Next Phase of Wellness: Culture

At the inaugural PEARRM Services Wellbeing Roundtable in Dallas, a group of senior leaders bypassed the typical polished talking points to discuss what is actually happening behind closed doors. The consensus was striking: nobody was debating the utility of meditation apps or therapy access. Those were viewed as baseline support systems rather than transformational strategies. 

Instead, these leaders wrestled with the reality of cultures where employees feel emotionally unsafe speaking to managers and where technically competent leaders remain emotionally unequipped to guide humans through pressure and change. One participant captured the sentiment perfectly: "We keep treating well-being like an employee benefit instead of an organizational design principle."

This is the fundamental gap in the modern workplace. For years, organizations have approached well-being as an enhancement strategy, adding "Wellness Wednesdays," subsidized gym memberships, meditation apps, desk yoga training, and Employee Assistance Program reminders. While these initiatives are valuable, they become performative when the underlying architecture of work remains unhealthy. Employees won’t meditate their way out of chronic organizational dysfunction, nor can they "app" their way out of toxic leadership. When employees burn out at scale, the issue is rarely individual weakness; it is almost always a failure of organizational design.

The State of Employee Mental Health

Research consistently identifies workload, management behavior, and a lack of psychological safety as the primary drivers of stress, yet companies continue to prioritize expensive reactive recovery systems over proactive prevention. According to the SHRM 2026 Mental Health Snapshot, more U.S. workers report feeling overwhelmed due to their jobs — 40% reported feeling stressed in 2026 compared to 31% in 2025. Despite the rise in employee mental health reporting, more than half of U.S. workers (55%) have rarely or never used their company’s mental health benefits.

 

The Path Forward

To address this, organizations must evolve toward what I call Wellbeing Architecture™. This is the intentional design of systems, leadership behaviors, and cultural norms that allow people to perform at a high level without sacrificing their health. It requires moving beyond surface-level perks to examine the actual lived experience of work. 

One executive at our roundtable shared a telling insight: employees are far more likely to confide in peers than managers when struggling. When silence replaces transparency, the issue isn't communication, it’s trust. Psychological safety is not a buzzword; it is operational infrastructure. Without it, companies lose the very innovation and engagement they need to sustain and grow the business. 
 

Authentic commitment to this shift must start at the top. 

Employees can distinguish between performative care and a leader who genuinely prioritizes workforce sustainability. Cultures only shift when accountability shifts. We meticulously measure revenue and productivity, yet few organizations evaluate a manager’s impact on the psychological health of their team. We must start asking if our leadership scorecards reward more than the outcomes achieved — they should include how they are achieved. Unsustainable high performance is a recipe for burnout and will always result in collapse.

The current focus in the U.S. on mental health offers a rare opportunity to rethink the very nature of work. Leaders have a responsibility to ensure the workplace is not contributing to the very crises they are trying to solve through benefits packages. That responsibility cannot be outsourced to HR. The future of leadership will not belong to the companies with the most wellness perks, it will belong to those courageous enough to recognize that people strategy is business strategy. To thrive in the years ahead, we must start treating well-being as the main initiative and core infrastructure.
