Alison Howard, JD, Area Assistant Vice President, Compliance Counsel
As a member of the Gallagher Central Region Compliance Team, Alison helps consultants and clients navigate the murky waters of health and welfare benefits law. She offices in Oklahoma City but assists all Gallagher offices across the South Central Region in addressing health and welfare plan issues, including those that arise under the ACA, ERISA, HIPAA, COBRA, IRC, and Medicare.
Alison is an attorney with over 20 years of experience in the benefits law field. Prior to joining Gallagher, Alison practiced at a law firm with offices in Oklahoma City, Tulsa, Dallas, and Houston. She was chair of the firm’s Employee Benefits practice group and provided a range of services across the benefits law spectrum—from plan design and document drafting to compliance consulting to representation of plan sponsors and fiduciaries in litigation, including through appeal, and in audits and other regulatory actions.
Alison received her undergraduate degree in pre-medicine and English from the University of Notre Dame and went on to obtain her juris doctor degree from Notre Dame Law School. Since 2011, Alison has been recognized by U.S. News & World Report Best Lawyers as a “Best Lawyer” in Appellate Practice and Employee Benefits (ERISA) Law. Her most cherished honor is being a mom to two boys.

Kevin Mathis, Area Vice President, Compliance Counsel
Kevin Mathis currently serves as the Compliance Counsel for the Gallagher Benefits Services team in the Atlanta, Georgia office of Arthur J. Gallagher & Co. In his role, Kevin assists Gallagher’s Southeast Region Compliance Team, which serves clients throughout the Southeastern United States, better known as SEC country. Kevin’s role at Gallagher is focused on translating complex legal concepts into practical, easy-to-understand guidance for employers. Kevin joined the Gallagher team in 2021.
While in law school Kevin Before coming to Gallagher, Kevin spent nearly four years of his career as a regulatory compliance consultant with EPIC Brokers—an experience that allowed him to develop a thorough understanding of ERISA, COBRA, health care reform, cafeteria plans, and various other laws that affect employee health and welfare benefit plans. Kevin executes on this knowledge with clients and acts as a sounding board for ideas and strategies for the entire Southeastern Gallagher Team.
Kevin graduated from the University of South Florida in 2009 with a BA in Behavioral Science. Kevin continued his education at with a Saint Leo University earning an MBA in 2010. In 2019, completed his Juris Doctorate at Georgia State University College of Law. Kevin is a licensed attorney in the State of Georgia.
