Pay Transparency Without Pay Equity Creates New Challenges

Transparency in compensation is becoming an important part of the payment process. The workforce wants to know how their pay is determined, and job candidates want to see salary ranges before accepting or even applying for a job offer. But pay transparency does not make pay equitable. Existing pay gaps or inconsistencies in pay practices become more visible when an organization becomes more transparent.

Human Resources (HR) leaders must understand and practice pay transparency and pay equity. Pay transparency is defined as being open about pay decision-making. Pay equity involves ensuring that employees engaged in similar work receive reasonable and comparable compensation, based on, for example, their skills, experience, performance, and responsibilities.

This article examines how pay transparency initiatives can create workplace challenges when they are not supported by pay equity practices.

Pay Transparency Highlights Equity Concerns 

Organizations should include salary ranges in job descriptions so employees can see how they are paid in relation to others. This can create confidence in an organization’s pay practices if they are transparent and equitable. But it can also raise an alarm if there are gaps that employees don’t know about. 

For instance, two workers might work in the same position but be paid different wages. The difference may be based on experience, skills, performance, or work duties. If these reasons are not obvious, then employees might think it is unfair.

Regular pay reviews and pay audits can be useful in identifying these issues. It is important to identify and correct any gaps before they become larger workplace issues.

Pay Equity Should be the First Priority

India has also adopted the concept of equal pay in its legislation. The Equal Remuneration Act 1976 provided for equal pay for men and women for the same or similar nature of work. Equal remuneration and non-discrimination in wages are also provided for under the Code on Wages, 2019 (Ministry of Labor & Employment, 2019).

It is very important for organizations to maintain this trust among the employees. They should establish fair pay practices and policies before bringing in pay transparency. The first step for HR teams is to establish clear job levels, salary ranges, and rules for salary increases. They should also ensure that managers apply the same criteria when making pay decisions.

Pay equity is an important part of responsible compensation management. A pay range will indicate where their pay falls, but not whether they are placed fairly within the range.

How Can HR Make Pay Transparency Work?

When done properly, pay transparency can enhance employee trust and create a culture of fairness. But that's not sufficient. HR leaders need to ensure that pay practices are aligned, fair, and transparent. By taking proactive measures, organizations can help mitigate employee concerns and improve the effectiveness of pay transparency. 

Here are some steps HR leaders can take to address concerns as they implement greater pay transparency.

  • Schedule Pay Reviews: Audits should be conducted regularly, and any discrepancies in pay that are not explainable by a difference in job roles should be identified.
  • Set Pay Parameters: Create criteria for salary levels, salary progression, promotions, and salary band changes.
  • Create Fixed Salary Ranges: Define consistent job levels and salary ranges so employees within the same role are assessed on the same grounds. 
  • Train Managers: The HR team must ensure that the managers are aware of the mechanisms of pay decision-making and know how to communicate these decision mechanisms with employees.
  • Keep a Record of Applied Changes: Use documentation to facilitate HR review of decisions for consistency of application of compensation rules.
  • Communicate Compensation Policies Clearly: Make clear how compensation is determined, with emphasis on factors considered in salary, bonuses, and promotions. Good communication can help avoid misunderstandings.
  • Perform Job Evaluation: Periodically conduct job evaluations to ensure that the classifications and compensation of jobs are appropriate for the job requirements and market value.
  • Benchmark Against Market Rates: Research and match compensation packages with other market rates and industry salaries to ensure they are competitive and aligned with market rates.
  • Make Pay Information Accessible to Employees: Share all relevant information about pay bands, career development opportunities, and compensation structures so that employees have information about how pay is determined.

Making Transparency a Strength

Steps should be taken to create a culture of trust within an organization. Transparency can raise as many questions as it builds confidence when employees see pay discrepancies for no apparent reason.

HR leaders should start by examining their compensation practices to identify and correct any inequities or inconsistencies and by establishing guidelines for the pay scale. Once those frameworks are in place, pay transparency can be used to educate employees about how pay works and why pay decisions are made.

An equitable compensation system should not crack under increased visibility. Pay equity and transparency can be complementary, helping organizations build a more open and trustworthy employee compensation strategy.
