Building Scalable Employee Listening Systems in the AI Era

Organizations are awash in employee data — engagement surveys, collaboration metrics, sentiment analysis, and more. Yet many leaders still struggle to translate that information into meaningful action. The challenge is not a lack of data, but a lack of structure, said Kalifa Oliver, an executive advisor, and senior director of technology at Lowe’s Companies in Charlotte, N.C., speaking at the Unleash America conference in Las Vegas.

“Right now, we have a lot of data, but it is very noisy,” Oliver said. “The difference between music and noise is organization.”

That distinction is becoming critical. Gathering employee data can no longer be episodic or reactive, she said. Annual surveys and ad hoc feedback mechanisms are insufficient for capturing the complexity of today’s workforce. Instead, organizations should evolve from fragmented signals to integrated, people-centered listening systems, Oliver said.

From Signals to Systems

Many organizations continue to rely on disconnected listening tools — engagement surveys, exit interviews, and pulse checks — that produce isolated snapshots of employee sentiment. These signals often lack context and fail to capture the full employee lifecycle, Oliver said.

“There is a shift right now in employee experience strategy from signals to systems,” she said. “It is not simply about data collection. We now have AI to help us make sense of data. We have to move into systems — a way to organize the signals we have in order to make sense to both employees and stakeholders.”

Fragmented data leads to fragmented insights. Employees provide feedback across multiple channels yet organizations rarely integrate these inputs into a cohesive narrative. The result is superficial analysis that limits decision-making, Oliver said.

To address this, leading organizations are building holistic listening architectures that unify qualitative and quantitative data across the employee journey from candidate experience to employee exit. Large language models and advanced analytics are playing a growing role in synthesizing unstructured feedback at scale, enabling more timely and informed decisions.

Linking Experience to Business Outcomes

A persistent challenge in HR is connecting employee experience initiatives to measurable business impact. Too often, experience is framed in terms of engagement or satisfaction without clear ties to performance.

“I don’t talk about employee experience without talking about data and how to use it,” Oliver said. “Too often when we discuss employee experience in HR, it is separate from business outcomes. What is the direct business impact from the decisions we are making?”

Reframing employee experience as a product can help close this gap. “Employee experience encompasses every interaction workers are having with the organization,” Oliver noted. “Employee experience is a product that HR creates and is responsible for. You need to sell it and measure its impact.”

This product mindset shifts the focus from reactive problem-solving to intentional design. Like any product, employee experience should be purposefully crafted, continuously improved, and aligned with organizational goals, she said. Success should be measured through metrics such as retention, productivity, and engagement — not abstract notions of happiness.

“Employee experience has nothing to do with happiness,” Oliver said. “It is easier to speak about happiness, but how do you measure it?”

Designing Ethical, Actionable Listening

As organizations scale their listening capabilities, ethical considerations and usability must remain front and center. Systems should be designed to build trust, protect employee privacy, and ensure transparency in how data is used.

Equally important is ensuring that insights lead to action. Dashboards and analytics tools are only as valuable as the decisions they enable.

“If I can’t act on your dashboard, take it back,” Oliver said. “It might be pretty and shiny but useless. It might be too much fragmented information, or the right information but in the wrong places. It doesn’t tell me a story, creating more questions than answers.”

Effective listening systems prioritize clarity and relevance, delivering insights that empower leaders to respond quickly and effectively.

A Case for Integration

Oliver related the story of one Fortune 100 automotive company that recently undertook an 18-month effort to build an integrated employee listening system. Starting from a fragmented baseline, the organization mapped sentiment across the entire employee lifecycle and implemented AI-enabled tools to analyze qualitative data.

The results were significant: response rates increased from 58% to 84%, and the organization gained faster, more accurate insights. More importantly, leaders were equipped with actionable dashboards that supported better decision-making.

“It’s doable,” Oliver said. “Exhausting, but doable.”

Moving Forward

Despite growing awareness of its importance, employee experience measurement remains underdeveloped. Only about a quarter of organizations report measuring it at all, and just a fraction of those do so effectively, Oliver said. Many are still stuck in the data collection phase, unable to convert signals into strategy.

The path forward begins with focus. Organizations should start with high-impact areas such as candidate experience, employee surveys, or exit feedback, then expand toward more integrated systems over time.

In an era defined by rapid change and uncertainty, agility is essential. “The signals today can be different tomorrow,” Oliver said, pointing to how quickly assumptions can become outdated.

Ultimately, organizations that succeed will be those that treat listening not as a one-time initiative, but as a core operating capability, she said.
