SHRM Backs Workforce Pell, Tuition and Loan Benefits
SHRM recently submitted a letter to key members of Congress urging the inclusion of two important workforce provisions in the budget reconciliation package moving through Congress.
First, SHRM advocated for expanding Pell Grant eligibility to cover high-quality, short-term training programs. Many in-demand jobs require occupational licenses that shorter credentialing programs can fulfill. Under current rules, however, these programs are often excluded from Pell eligibility. Expanding access would reduce financial barriers and help individuals quickly prepare for workforce needs. A 2024 Department of Education study showed a 38% increase in program completion rates when students received short-term Pell support.
Second, SHRM called for the permanent extension of the Section 127 tax provision that allows employers to offer up to $5,250 in tax-free student loan repayment assistance. Without action, this benefit will expire at the end of 2025. SHRM also recommended raising the tuition assistance cap to $12,000, citing recent SHRM research that shows employers would likely expand their support if the limit was increased.
These proposals represent strategic investments in workforce development and are key priorities for SHRM’s advocacy efforts during the budget reconciliation process.
