Urge Your Senators to Protect Access to Mental Health Care Through Telehealth | Support S. 763
SHRM urges you to contact your U.S. Senators to support the bipartisan Telehealth Expansion Act of 2025 (S. 763). This legislation would permanently allow employers to offer pre-deductible coverage of telehealth services for individuals enrolled in high-deductible health plans paired with Health Savings Accounts (HDHP-HSAs).
Pre-deductible coverage, or first-dollar coverage, enables health plans to cover telehealth services before an employee meets their deductible, reducing out-of-pocket costs and improving timely access to care.
With telehealth now a vital part of how employees access both physical and mental health services, permanently extending this flexibility will empower employers to better support their workforce’s health needs while ensuring cost-effective care options.
As the trusted voice of all things work, SHRM believes expanding access to high-quality telehealth, especially mental health care, is essential to building a healthy, productive, and resilient workforce. We urge Congress to act swiftly to avoid a lapse in coverage and to ensure that millions of workers and their families can continue accessing critical care.
