Ross Volk, JD
Ross Volk, JD, is Area Vice President and Compliance Counsel for the West Region within Gallagher’s Benefits & Human Resources Consulting division. Ross has over 15 years of experience in employer health and welfare benefit plan compliance. He worked as an associate attorney at a national law firm in Denver and then ran his own practice prior to joining the Gallagher team in 2022. Ross received his B.S. in Chemical Engineering from the Colorado School of Mines in 2001 and his J.D. from Duke Law School in 2007.

Alison Howard, JD
Alison Howard, JD, is Area Assistant Vice President, Compliance Counsel for the South Central Region within Gallagher’s Benefits & Human Resources Consulting division. Alison has more than 20 years of experience in the field of benefits law. Prior to joining Gallagher, Alison practiced at a law firm with offices in Oklahoma City, Tulsa, Dallas, and Houston. She was chair of the firm’s Employee Benefits practice group and provided a range of services across the benefits law spectrum—from plan design and document drafting to compliance consulting to representation of plan sponsors and fiduciaries in litigation, including through appeal, and in audits and other regulatory actions. Alison received her undergraduate degree and juris doctor degree from Notre Dame.
