AI in HR 2026: From Hype to Measured, Human-Centered Impact

As artificial intelligence continues to dominate headlines, new SHRM research offers a more grounded view of its real impact on HR. The data, which draws on insights from 1,908 HR professionals and spans 138 distinct HR tasks, was unpacked in a webinar, revealing where AI is delivering value, where it’s stalling, and what HR leaders must do next.

Presented by Anna de Guzman, senior researcher at SHRM, and Kenny Pyle, SHRM’s lead HR technology analyst, the webinar emphasized that AI in HR is advancing, but adoption remains uneven and HR leaders are moving with far more caution and pragmatism than the hype suggests.

AI Adoption Is Growing, but Remains Far from Universal 

Despite widespread attention, AI adoption within HR is in relatively early stages. Just 39% of organizations are currently using AI in their HR functions, with another 23% deploying it elsewhere in the business. That leaves roughly one-third of organizations with no AI adoption.

Adoption also varies sharply by company size. Large organizations (5,000+ employees) lead with 60% adoption, while smaller organizations lag significantly, often constrained by cost, talent, and uncertainty around return on investment.

“While the conversation around AI is constant, the reality of implementation varies significantly,” de Guzman explained, pointing to what she described as a clear divide between “the AI haves and the have-nots.”

Recruiting Dominates AI Use Cases

AI is also far from evenly distributed across HR. Recruiting stands out as the clear leader, with 27% of organizations applying AI in talent acquisition — more than any other HR function.

Pyle highlighted that the most common use cases are highly practical:

  • Writing and optimizing job postings. 

  • Screening and matching resumes. 

  • Scheduling interviews. 

“These tasks relieve a considerable amount of time and allow recruiters to become more efficient,” he said, noting that many of these capabilities were not feasible at scale just a few years ago.

Other areas seeing moderate adoption include HR technology (21%) and learning and development (17%), particularly for content creation and personalization. In contrast, areas like organizational design and inclusion and diversity lag far behind, with adoption rates near or below 5%.

Efficiency Gains Are Clear, but Gaps Remain

At the individual level, HR professionals are already seeing tangible benefits. 

  • 87% report improved efficiency. 

  • 75% report improved work quality.  

  • Over two-thirds report increased creativity. 

However, gains in decision-making are more mixed, with about half of respondents seeing no improvement. 

Adoption is also accelerating across job levels, led by senior HR leaders. By 2025, 73% of HR directors and above were using AI in their work, compared to roughly 65% of managers and individual contributors.

Governance and Awareness Lag Behind 

While usage is increasing, governance is struggling to keep pace. Just under half of organizations have formal AI policies, and many of those policies remain underdeveloped. 

This gap is compounded by a rapidly evolving regulatory landscape. At the time of the research, 19 U.S. states had enacted AI-related workplace legislation, yet 57% of HR professionals in those states were unaware of the regulations. 

HR Risks Being Left Behind

Perhaps the most concerning finding is HR’s limited role in leading AI strategy. In most organizations, IT drives AI initiatives, with HR often relegated to a supporting role, or excluded entirely. 

“Less than half of HR functions are involved in AI strategy and vision in any way,” Pyle noted. Even more striking, many HR professionals do not believe their function should take a leading role.

This hesitation carries strategic risk. As Pyle cautioned: “If we want to make sure that AI is truly human-centered, HR must be in a leadership role. If not HR, then who?”

A Call for Strategic, Human-Centered Leadership

The webinar closed with a clear message: This is a pivotal moment for HR. 

Rather than rushing adoption out of fear of falling behind, HR leaders should:

  • Take a strategic, use-case-driven approach to AI. 

  • Build flexible, principle-based governance frameworks.

  • Invest in upskilling both HR and the broader workforce. 

  • Assert a stronger voice in cross-functional AI leadership.

De Guzman emphasized the importance of intentionality: Organizations should adopt AI “to solve specific problems rather than adopting for its own sake.” 

Ultimately, the research suggests that AI’s future in HR will not be defined by technology alone, but by leadership. As Pyle put it, “We need HR’s voice now more than ever to ensure AI stays on a human-centered trajectory.”
