People First, Strategy Always: How HR Leaders Win Both

October 27, 2026 | Youseline Poteau-Young

Editor's note: Posts published on From the Workplace are written by outside contributors and do not necessarily reflect the views or opinions of SHRM.

For years, I felt like I had to pick a side. As an HR leader, I was constantly caught between the process and the person. On one side: policies, timelines, budgets, and business goals. On the other side: the actual human being sitting across from me, with a family, a story, and a real need. Some days I leaned toward the rules and felt cold. Other days I leaned toward the person and worried I was letting the business down. It was exhausting. If you’ve led people for any length of time, you’ve probably been there too.

What I eventually learned is that the choice itself was the problem.

The Conversation That Became The Turning Point

A few years ago, I sat across from someone I deeply respected and completely disagreed with on a tough topic. My instinct was to do what so many of us are trained to do: stay polite, protect my peace, and move on. Agree to disagree.

Instead, I leaned in and asked, “Can you help me understand how you see it?” That conversation didn’t change either of our minds. But it changed our relationship. And it showed me something I had missed for too long: the people side and the results side were never really opposites. When trust goes up, the work moves faster. When people feel heard, they stop fighting the plan and start helping build it.

That's where the phrase I now lead by came from: People first, strategy always.

What ‘People First’ Means

People first means that in every decision, I start with the human impact.

Before I talk about rollout dates or cost savings, I ask three questions:

  • Who is affected by this?
  • What do they need to feel heard?
  • What do they need to feel understood and supported?

This isn’t about being soft. It’s about being accurate. If I skip the human impact, I’m working with half the information. And the half I’m missing is usually the half that decides whether the plan works.

 What ‘Strategy Always’ Means

Here is where people sometimes misunderstand me. Caring for people does not mean dropping results.

Every human-centered move I make should still connect to where the organization is going. Whether I'm adjusting a policy, redesigning a role, or having a hard conversation, I should be able to answer one question: How does this help us get where we’re headed?

Notice I don't say “Strategy Second.” I say “Strategy Always.” That word matters to me. Strategy isn’t ranked below people. It isn’t something we get to after we’ve taken care of everyone. It’s constant. People set the starting point. Strategy runs through everything. When I explained this at a recent conference, I put it simply: Care is where we start. Results are where we are going.

How it Plays Out in The HUMAN Framework

“People First, Strategy Always” is the umbrella over my HUMAN Framework.

Care is where we start. Results are where we are going. The HUMAN Framework connects the two.

  • "Hear" and "Understand" put people first. This is where we listen without filtering and ask the questions that uncover what's really going on.
  • "Mobilize" and "Act" bring in strategy. This is where we turn what we learned into a clear plan and follow through with integrity.
  • "Normalize" makes both part of the culture. It stops being one leader's good habit and becomes simply how the organization works.

What I have seen and experienced is when leaders skip the first two steps, they build plans on guesses. When they skip the middle two, they collect feelings and never do anything with them. Both cost you. I call it the human tax: the price you pay in turnover, disengagement, rework, and burnout when the human side is ignored or the follow-through never comes.

Best Practices

You don't need a new program to start. Here are a few practices I come rely on.

  1. Ask the human question first. Before your next decision meeting, write down who is affected and what they’ll need. Bring that into the room before the spreadsheet.
  2. Connect every “people move” to a goal. When you advocate for an employee, a schedule change, or a new support, say out loud how it serves the business. It builds credibility with leaders who think in numbers, and it keeps you honest.
  3. Replace “agree to disagree” with one more question. “Can you help me understand how you see it?” has opened more doors for me than any policy I've ever written.
  4. Watch for the false choice. When you hear yourself say, “We can either take care of people or hit our targets,” stop. That’s usually a sign the plan isn’t finished yet.
  5. Close the loop. Tell people what you heard and what you did with it. If you listened and nothing changed, explain why. That's what turns listening into trust.

The Bottom Line

I’m not choosing between being human and being effective. I stopped believing that was the choice a long time ago.

The best leaders I know don't balance care and results like they’re sitting on opposite ends of a seesaw. They start with people and keep their eyes on where they’re going, every single time.

Care is where we start. Results are where we are going. The HUMAN Framework connects the two.
