OSHA Unveils New Safety Champions Program

The Occupational Safety and Health Administration’s (OSHA) new Safety Champions Program is the agency’s latest effort to move employers beyond reactive compliance and toward building durable, prevention-focused safety cultures.

Launched on March 16, 2026, the voluntary program provides a structured, self-guided framework to help employers develop and implement effective safety and health programs aimed at preventing workplace injuries, illnesses, and fatalities. For HR leaders, the initiative reflects a broader regulatory trend: compliance is no longer just about meeting standards — it’s about embedding safety into organizational culture.

Back to Basics

At its core, the program is built around seven foundational elements OSHA considers essential to effective safety programs, including management leadership, worker participation, hazard identification, prevention and control, training, evaluation, and communication. These elements are not new, but the agency’s emphasis on them as the “building blocks” of compliance marks a shift in enforcement philosophy.

“The program can help employers develop safety and health programs that are rooted in a philosophy and overall approach to safety that can set them up for success,” said Kaiser Chowdhry, an attorney with Morgan Lewis in Washington, D.C.

Unlike traditional compliance frameworks focused on specific rules, the Safety Champions Program prioritizes culture. Chowdhry emphasized that the seven elements are not about prescriptive standards, but rather the underlying structure of a sustainable safety program.

“When you look at these elements, none of them are about specific standards or work rules,” he said. “They are the core aspects of a strong culture of safety.” 

For HR professionals, this framing underscores a critical takeaway: safety compliance is increasingly tied to leadership behavior and employee engagement, not just policies and procedures. Management leadership, for example, requires visible commitment from the top, while worker participation calls for meaningful employee involvement in identifying and addressing risks.

A Roadmap to Better Compliance 

One of the most notable aspects of the program is OSHA’s explicit connection between strong safety programs and reduced enforcement activity.

“A safety and health program that has a strong foundation should eventually result in better and more consistent compliance, and that should in turn result in less enforcement activity for the business,” Chowdhry said.

For employers — particularly small and mid-sized organizations — this positioning is significant. The program “will help employers that have historically lacked the resources (including legal resources) to navigate complex and changing safety and health standards to develop a more effective approach to safety and health,” Chowdhry added.

The program’s structure reinforces this approach. Employers progress through three self-paced stages — introductory, intermediate, and advanced — allowing organizations to build and refine their safety programs over time. Participants can also request assessments from OSHA-affiliated experts to evaluate progress and identify gaps.

Continuous Improvement 

A central theme of the Safety Champions Program is continuous improvement — an idea that aligns closely with HR’s role in organizational development and culture-building.

“Through consultation and guidance, participating employers can build sustainable safety programs that continuously improve compliance over time,” Chowdhry said. “The goal of the program isn’t only to help employers create an effective safety and health program today, but also to ensure employers have the right tools and approach to maintain effectiveness even after they complete the voluntary program.”

This long-term orientation reflects OSHA’s broader enforcement philosophy. Rather than relying solely on inspections and penalties, the agency is investing in proactive strategies designed to reduce violations before they occur.

“Going through this process is not a one-time thing where you complete the program and now you’re done,” Chowdhry said. “Creating a safer and healthier workplace is a constant effort.”

Toolkit: Developing Effective Safety Management Programs

Implications for HR 

For HR executives, the Safety Champions Program presents both an opportunity and a strategic signal. Participation could help organizations strengthen compliance, reduce risk, and improve employee engagement — all while potentially lowering the likelihood of enforcement actions.

At the same time, the program may reshape how OSHA interacts with employers. Increased collaboration and transparency could lead to more informed policy decisions and targeted enforcement priorities.

“Depending on the success of this program, OSHA may be encouraged to put more resources towards partnerships with employers, and employers may be encouraged to spend the time and effort to take OSHA up on these kinds of opportunities,” Chowdhry said. “They not only lead to a safer workplace, but also help the bottom line in the long-term.”

He added that the initiative could also change the tone of employer-regulator relationships.

“If employers participate in the program, they will develop more non-adversarial relationships with OSHA and are more likely to give OSHA a peek behind the curtain,” he said. This would allow OSHA to learn more about employer compliance obstacles, allowing the agency to better prioritize and help solve today’s most pressing workplace challenges.
