Workforce Pell Puts Employers at the Center of Skills-Based Training

August 6, 2026 | Roy Maurer

manufacturing

The expansion of federal Pell Grant eligibility to certain short-term workforce training programs could give employers a new tool for addressing persistent skills shortages while helping workers gain credentials more quickly.

Workforce Pell, which allows Pell Grants to be used for qualifying programs lasting between eight and 15 weeks, is designed to connect federal financial aid more directly to labor market needs. For HR leaders, the opportunity extends beyond helping workers access training. Employers can play a central role in determining which skills and credentials should be supported.

“We know employers have to be directly involved to shape the type of training and opportunities that are ultimately going to build the skilled workforce that they need now and for the future, and Workforce Pell is really created in that model,” said Marek Laco, acting assistant secretary at the Department of Labor’s Employment and Training Administration.

The policy also represents a shift in how policymakers approach education and workforce development, Laco said. Traditional Pell Grants have largely supported longer-term educational pathways, while Workforce Pell recognizes the value of shorter programs that can lead directly to employment.

“Let’s hire people with the skills they need, not necessarily where they learn them, how they learn them, and if they have a degree or advanced degree, but do they actually know what’s needed to succeed in the job?” Laco said.

That approach aligns with the growing movement toward skills-based hiring, in which employers increasingly focus on demonstrated capabilities rather than degrees as a proxy for job readiness.

HR Has a Role in Defining Demand

For employers, the most immediate opportunity may be to become more involved with state workforce systems. States will have significant responsibility for determining which occupations and industries qualify as high-skill, high-wage or in demand — designations that will help determine which training programs can participate.

Nicholas Moore, state director of adult education at the Alabama Community College System in Montgomery, said HR professionals can provide information that state policymakers and workforce boards cannot easily obtain from labor market data alone.

“HR leaders are critical in assisting governors and state workforce boards with defining high-wage, high-skill or in-demand industry sector occupations,” Moore said.

That expertise goes beyond identifying jobs with large numbers of openings. HR professionals understand the skills embedded in job descriptions, how roles are evolving, and what qualifications actually lead to successful performance, Moore said.

That creates an opportunity for HR leaders to work directly with state workforce boards and education providers to co-design training programs around actual employer needs.

“The best workforce systems aren’t built for employers, they’re built along with employers,” said Robyn Knox, founder and CEO of The HR Business Connect, an HR consulting, coaching, and leadership development firm based in Greenville, S.C., emphasizing the importance of sustained employer engagement.

Building the Talent Pipeline

For employers struggling to fill positions, one of the most significant benefits of Workforce Pell could be a faster connection into the talent pipeline.

Knox said she sees two major opportunities for employers: expanding the external talent pipeline and supporting the development of existing employees.

“I don’t want to discount the value of a two-year degree or a four-year degree at all, but those take time, and as employers, we’re rushed to fill positions,” Knox said. “So I do think that by giving people access to federal financial aid for these short-term job-focused courses or training, that’s going to help get them in the door for us much sooner.”

The same model could help employers develop workers they already have. A frontline production worker, for example, could potentially use a short-term credential to move into maintenance or a supervisory position.

That could be particularly valuable as companies look for ways to create internal mobility pathways without requiring employees to leave the workforce for years to obtain a traditional degree.

Knox also sees an opportunity to rethink how employers design career paths.

“I can see HR professionals helping — starting to create an entire workforce strategy within our companies, that even involves some stackable credentials and pathways into roles that may be more highly in demand that require high skill sets,” she said.

Start With Skills, Not Programs

The implementation process will not be instantaneous, and not every existing training program will qualify for Workforce Pell. In fact, most currently do not. Programs must meet specific requirements, including demonstrated outcomes. Employers should avoid designing training simply to fit the new funding mechanism.

Instead, Moore said, employers should begin with the skills and capabilities they need.

“Don’t start with the program in mind,” he said. “Let’s just commit to designing really high-quality short-term programs, get beyond the legal boogeymen that keep us from wanting to do skills-based hiring.”

That means HR leaders should first identify the jobs that are difficult to fill, determine which skills are required and anticipate how those requirements are likely to change.

Knox said employers should also look beyond current openings to understand what their future workforce will need.

“We need to be constantly asking our employers about the jobs that are hardest to fill,” she said. “We need to understand what skills are the most challenging or expected to change here in the future, what technology is emerging, and what barriers are maybe keeping people from being successful in those types of positions that we’re recruiting for.”

The organizations best positioned to benefit will be those that engage early, clearly articulate their talent needs and help shape the training ecosystem rather than waiting for programs to be built around them.
