House Passes SHRM-Backed Federal Hiring Bill

ALEXANDRIA, Va. — SHRM (the Society for Human Resource Management) Chief of Staff and Head of Public Affairs Emily M. Dickens released the following statement on the Chance to Compete Act (H.R. 159), which passed the House of Representatives last night with bipartisan support.

"SHRM is proud to support the Chance to Compete Act because it removes barriers to federal jobs and implements best practices for hiring, including the use of candidate assessments to improve time-to-fill metrics, employee performance and retention. Hiring practices that overlook qualified candidates inhibit the ability of the federal government to fill vital roles. Given the significant demographic changes in our country, improving the federal government's ability to attract talent and identify the right candidates is essential.

"We are especially grateful to House Education and Workforce Committee Chair Virginia Foxx for her leadership in this effort. She and her colleagues understand that reaching untapped talent requires the use of candidate assessments that closely align with the knowledge, skills and abilities necessary for on-the-job success. SHRM will continue its advocacy to see that these reforms are passed by the Senate and signed into law."

In addition to Rep. Foxx, R-N.C., the Chance to Compete Act's cosponsors are Reps. Gerry Connolly, D-Va., James Comer, R-Ky., and Ro Khanna, D-Calif.
