Dr. P is the Senior Vice President of ActOne Government Solutions, Inc., (a subsidiary of The ActOne Group), responsible for pursuing, managing, and delivering staffing solutions to government agencies, coordinating government talent solutions contracts for all other ActOne Group companies, and providing HR consulting to government, private sector, and not-for-profit organizations, worldwide. Formerly he has operated in lead HR and DEI roles within several organizations. With over 44 years of human capital experience, Dr. Perkins has a tremendous wealth of practical, research, teaching, and consulting experiences developing innovative organizational outcomes through people. He is actively sought out to speak at business and human capital conferences, worldwide, in the areas of Leadership Development, Diversity, Equity & Inclusion (DEI), People Analytics, Unconscious/Conscious Bias, Workforce Planning, and HR Strategy Development. Dr. Perkins has assisted SHRM and the Public Sector HR Association with content development and course facilitation in numerous HR specialty areas. He has spoken on various human capital topics in over forty-one countries, at many SHRM state and national events, at corporate events, virtually and in-person, worldwide.

He has a PhD in Management, with published research on Environmental Variables Impacting Virtual Employee Engagement, a MS in Human Resources, as well as a BS, Management, Computer Information Systems. He has earned his SHRM Inclusive Workplace Culture, People Analytics, Human Capital Management Qualified Advisor, Total Rewards, Internal Investigations, and HR Quality Management Advisor Specialty Credentials, and is certified SHRM-SCP, HRCI-SPHR, CF-APMP, and NAPS-CPC. He also developed the trademarked the intentionally inclusive affinity group framework, DARNSCARSS for Diversity™ (Differently Abled, Age, Race, National Origin/ELT, Sex, Color, Armed Services status, Religion, Sexual Orientation/Marital status, and Socioeconomic status), the TEAASE© Leadership Competency Model, and is an original member of the Kings and Queens for Diversity, Equity, and Inclusion Tour. His highly anticipated book, Scratching the DARNSCARSS of Diversity will be released in 2023.
