Leah Belknap Carter, JD, is Division Assistant Vice President, Compliance Counsel, for Gallagher’s Benefits & HR Consulting Division. Prior to joining Gallagher, Leah worked for the State of Iowa Judicial Branch with family recovery courts and for both private employers and public entities assisting with benefit plan compliance. She draws on her unique practice combination both as a leader in state regulatory advocacy and in her handling of complex client scenarios to provide her legal expertise to the Gallagher national compliance team.
