Utah Enacts Collective Bargaining Law for Public-Sector Unions
Utah Gov. Spencer Cox has signed a law that will prohibit collective bargaining for public-sector unions representing teachers, firefighters, police officers, and other government employees. The law makes Utah one of a few states to fully restrict public sector collective bargaining. Labor law for public employees is up to the states to regulate, and many have implemented their own discrete rules.
Supporters of the Utah law said it allows employers to engage directly with all employees rather than through union representatives. Opponents, including union groups, raised concerns that the law limits public sector workers’ ability to negotiate wages and working conditions.
The legislation passed following significant debate and public demonstrations. Some unions are considering a ballot referendum to challenge the law. Notwithstanding any other developments, the law is set to take effect July 1.
