SHRM Honors Congressional Leadership at the 2025 Democracy Awards
On Sept. 18, SHRM proudly participated in the Congressional Management Foundation's (CMF's) 2025 Democracy Awards, an annual celebration of what's working in Congress. Often referred to as "the Oscars of the Hill," the event shines a spotlight on the leaders and offices that model effective governance, bipartisan collaboration, and a strong commitment to serving the people of the U.S.
As the sponsor of the Excellence in Congressional Management Award, SHRM was honored to recognize congressional offices that embody workplace excellence — leading with purpose, fostering high-performing teams, and delivering results for constituents. This award reflects the principles that SHRM champions: strong leadership, healthy workplace culture, and putting people first as the foundation for long-term success.
Congratulations to Reps. Richard Hudson, R-N.C., and Nikki Budzinski, D-Ill., on receiving this year's Excellence in Congressional Management Award. Both leaders demonstrated how effective management and respect for staff not only strengthen Congress as an institution but also help deliver real solutions for their districts. SHRM also commends the work of all awardees, including Reps. Jay Obernolte, R-Calif., and Don Davis, D-N.C., who were recognized for their bipartisan engagement and collaboration.
At a time when narrow margins in Congress make bipartisanship essential, these honorees serve as a reminder that civility and collaboration are not only possible, but powerful. SHRM is proud to partner with the CMF, not only through this award but also by sponsoring the CMF handbook that is distributed to every congressional office. This resource is designed to strengthen operations and workplace management across the legislative branch of the U.S. government. By lifting up best practices in leadership and culture, SHRM reaffirms our belief that strong workplaces and strong democracies are built on the same values: trust, respect, and effective leadership.
