SHRM Optimistic About 2025 Legislative Landscape
During the 118th Congress, SHRM was able to advance many policy priorities by adhering to its philosophy of “policy, not politics.” With the start of the 119th Congress on Jan. 3, SHRM is optimistic about advancing additional public policy priorities to ensure U.S. employers remain competitive in the world economy while enhancing the career prospects and quality of life for their employees. For example, while the 118th Congress did not pass a reauthorization of the Workforce Innovation and Opportunity Act (WIOA), there was substantial, bipartisan support for the bill, making it ripe for passage in the new Congress.
In addition, members of Congress from both parties appear to be supportive of tax reform. In 2024, SHRM submitted its tax priorities to the House Ways and Means Committee, which has primary jurisdiction over tax matters. Several of our priorities have historically been bipartisan, making their inclusion in any final legislative package more likely.
There will be additional legislation in 2025 that will help advance SHRM’s priorities. We look forward to engaging with members of the incoming Trump administration, the 119th Congress, and state officials about the importance of SHRM’s public policy priorities to the nation’s workforce.
