SHRM Testifies Before New York State Senate Committee
On January 15, 2026, Dr. Alex Alonso, SHRM’s chief knowledge officer, testified Before the New York State Senate Committee on Internet and Technology Regulation regarding the High-Risk Use of Artificial Intelligence in the Private Sector. The hearing, led by Chair Kristen Gonzalez, focused on the deployment of AI in high-risk decision-making and the potential consequences for employment, health, housing, and other critical areas. Senators expressed concern that AI could contribute to mass layoffs, discriminatory practices, or system errors with significant real-world impact.
Dr. Alonso highlighted how AI tools can be a powerful complement to human intelligence when deployed transparently and with accountability. He shared SHRM’s perspective on the committee’s proposed legislation, the New York AI Act (S1169A/Gonzalez; A8884/Solages), cautioning that aspects of the bill—such as robust auditing requirements and heightened legal exposure—could create challenges for small and midsize businesses, potentially limiting access to innovation and opportunity. He suggested that narrowing the bill’s definition of “high-risk AI” could mitigate these challenges while maintaining protections for workers and the public.
Throughout his testimony, Dr. Alonso emphasized the importance of a balanced, risk-based approach to AI regulation in the workplace—one that reinforces human accountability, sets clear and workable standards, and supports responsible innovation. SHRM will continue to engage with lawmakers to provide insights and guidance on the implications of AI policy for employers and employees across New York State.
