Trump Discusses Regulations, Taxes in Joint Address to Congress
In his joint address to Congress on March 4, President Donald Trump presented several policy proposals that address key issues related to the workforce and the economy. These included a freeze on new federal hires, regulatory expansion, and nonessential foreign aid. Trump also mentioned the 10-for-1 Regulatory Reform Policy, which would require the removal of 10 existing regulations for each new regulation introduced. Federal employees are also expected to return to in-person work.
On economic matters, the president outlined plans to reallocate funds to address inflation and to make changes to tax policy, including reductions to income taxes and the elimination of taxes on tips, overtime pay, and Social Security benefits. He also discussed the Gold Card program, which would provide a new pathway to U.S. citizenship for entrepreneurs who create jobs in the country. Meanwhile, the president called for stronger immigration enforcement and additional funding for deportation efforts.
Trump also discussed U.S. business development, highlighting a $500 billion private-sector investment in artificial intelligence and technological development. He mentioned Honda’s decision to build a large auto plant in Indiana and proposed tariffs on non-U.S.-made products to encourage domestic production.
The speech reflected the administration’s priorities regarding workforce, economic, and industry-related issues. SHRM will continue to monitor these developments and provide updates for members.
