SHRM Position on the Trump Administration’s AI Executive Order
SHRM responds to latest AI Executive Order by the Trump Administration.
ALEXANDRIA, Va. – As artificial intelligence rapidly reshapes the world of work, SHRM supports a regulatory framework that protects workers, promotes ethical innovation, and gives employers the clarity they need to implement AI responsibly.
If the federal government moves to a nationwide AI governance strategy, SHRM believes it must fully assume responsibility for establishing national workplace AI standards that are actionable, predictable, and grounded in real business and workforce realities.
To ensure fairness, innovation, and regulatory consistency, SHRM calls on the federal government to:
1. Establish clear and comprehensive workplace AI standards.
Federal policy must address recruitment, selection, performance evaluation, workforce monitoring, scheduling, pay decisions, and job displacement risks.
2. Center HR expertise in policymaking.
AI in the workplace is fundamentally about people. Federal agencies must incorporate HR and talent experts into advisory councils, rulemaking processes, and stakeholder consultations.
3. Provide consistent, harmonized rules across federal agencies.
A unified federal approach must avoid conflicting mandates from multiple regulators, ensuring employers can navigate compliance confidently.
4. Support employers with implementation tools, timelines, and guidance.
Standards should be accompanied by practical resources, including federal toolkits, training, model policies, and phased compliance deadlines.
5. Balance worker protection with space for innovation.
Policies must encourage responsible adoption and avoid burdening employers with excessive or conflicting requirements.
